Making a character.. Can't join a town

Okay so I updated EQ2, then I logged on with my EQ2Emu account with no problems. But for 1 when I try to make a character it only lets me choose 1 race. When I do make the character with that race it tells me to choose a starting city, only I can't.. choose one. It says they are inactive when I try to choose them

you should not update your client you will have to wait for the expantion to come out now.

November 13, 2007 so you only have to wait about 2 and 1/2 weeks
