Who knows how long this has been like this, but on fresh DB installs the Opcodes table was failing to populate. That would, of course, cause your worlds to not function properly -- AT ALL.
Since I randomly decided to start a new DB tonight, I myself found the bug and fixed it.
It would really be nice if any of you lurkers could suck it up just once and let us know you experience a problem with "the simplest Emulator in the universe to set up". Honestly, things cannot be any easier, so if something doesn't work, tell us about it !

On a side note, I'm currently battling it out with my client atm, but once I can shoot it in the knee I'll be active more and be able to test again, and report stuff xD
