New LUA Function: Interrupt

My first CoE+ spell I popped required a new LUA function :D Rejoice! Now you can interrupt that pesky target who is casting death touch on you. (well, as soon as devs fix a possible broken Interrupted function ;))

Usage: Interrupt(Caster, Target)

Note: We may want to add percentage change to interrupt later, because I'm sure that will come up...
