the quest where you light the signal fire and have to fight the ambushing orcs, they have aggro issues with the rocks, and somehow lock the encounter so that no matter how many i fought and killed, i never completed the requirement "defeat the ambushing orcs"
i did managed to work around that by getting them to spawn without moving, and doing /kill on them to get credit and complete the requirement of "defeat the ambushing orcs"

This is a general faction aggro bug it's not just related to these mobs so you might see it elsewhere as well.
