New Tradeskill Rules

New rules for tradeskill success chances and event chances, all under R_World
TradeskillSuccessChance
TradeskillCritSuccessChance
TradeskillFailChance
TradeskillCritFailChance
TradeskillEventChance

Success , crit success, fail, and crit fail need to add up to 100, if it doesn't it will revert to default values, event chance can be anything.
