Added the ability to shift the wheel, based off of wikia can only shift when no progress has been made on the wheel and can only shift once.

Fixed a crash bug when trying to start an ho for a class with no entries in the DB.

EDIT:
Added a rule for how long players have to complete the HO wheel.

Jabantiz,

Did you ever come up with `heroic_ops` table data for this, or just the 1 example? I'm going to add this to DB Editor today so the HOs can be built.

Iv been going my utmost to add HO ID's to the spells in preparation for this :D
I cant see it killing the server but it may have an incorrect tooltip. Muhahaha :twisted:

No data beyond my test HO.
