Scribing Requirements

I noticed today that I can set a min level on a scroll and it does show up red as unusable, but I can still scribe the spell. Is there a way to prevent scribing of a spell? I imagine this level field is for a person to be able to wield something, not particularly being able to scribe it. Is there a way to prevent scribing?

Nevermind, appears I still had to log in and out, even after reloading items and spells
