GetPlayersInZone()

This will get a LUA table of all players in the provided zone.

This was needed greatly. Also while you are here :) Is there any LUA functions that you know of regarding text / hails and such? What I mean by that, are there any functions that capture text when a player speaks to an NPC?

No there is not. I assume you mean /say in the vicinity of a spawn?

It might be possible to add something in but would it be ok if it only works when the player has an npc targeted? Doing proximity checks every time some one uses /say would not be good for performance.

Absolutely, in fact that is the way I think it should be done, only when a player has an NPC targeted.
