hi when i try to run my server i run the wampp and run mysql then i try to run the logon server but this error keeps on popping up any way to fix this error?? PLS RESPOND ASAP!!

I don't think I have ever seen this error, I assume you are running the server pack and I have no knowledge of how that is set up so you will have to wait until some one who does can answer.

Only thing I can think of off the top of my head is to make sure all the config's are in the same folder.

Honestly there are a lot of things that could cause this, from what I have read. It could be the ddl that launches the application is unsigned or digitally no longer valid, or corrupt C++ distribution files. I read it might be Net 4.0 framework, and even read post saying it's a registry issue. Windows defender could be the culprit as well.

Do you need to install a C++ redistributable?
I've only been compiling from source so I'm not sure what's necessary for just running the binaries.
