I am going to need a column added to the spell_tiers table
we can call it power_by_level and it should be boolena, true false 0,1 or how ever we do that
it appears power_req will have to be converted to a float as well

the reson we need this is that many of the AA's we are now getting added the power thats listed on census ifs very high cause its for level 100 and going to live i noticed that the power is changing with each level and tier for example
T1 of Spell A on live shows the following per level this is based on a value of power of 1.7 that will be entered on tier 1
with the option of power_by_level and this formula that we would use at spell cast time power =ROUND(Level * 1.7) we will have the 1.7 in tier data anyway the calculation was spot on fromt he power # live was showing

there are some that use a different power multiplier at different level ranges but will deal with that when the time comes and i have gathered more data
once this is in DB i will commit my code for it, dont want the code looking for a column that is non existant again
