Giving an update here as I have had some free time to mess with this zone.

Spawns are created.
Scripts on Valik, Vim, Geredo, Ingrid, and Captain Varlos has been started.

The script for the Drake is completed.

Up next is starting the scrip on the quest and adding the dialog to the proper spawns.
