LUA Script Running Bugs

Memory leaks / performance issues all come about cause we iterate and make all entries used or we never free a in-use runtime it the lua function didn't exist

Note: the zoneserver.cpp was a client crash fix, when camping out I was finding that the spawn/client was being destroyed before we were done with this function. So the client/spawn removal is now moved to the end.
