EQBuilder is the tool developed mainly by/for PEQ which takes packet collects from live and turns them into eqemu zones. This tool was originally developed by sandy, who left the community, and FatherNitwit picked it up from there and is currently the only one working on it.

Already done and used exclusively by the DB Project.
More can/will be added, over time.

Sorry, I have a non-stop flow of people through my office today. I meant to add that the tool is called "PacketParser.exe" and I am not sure if it is publicly available at this time due to some enhancements being made.
It parses spawn data and will build your world spawns, which you then have to go back and validate (which is what we are currently doing). Nothing in the official DB is spawned by hand currently. If something is missing from a collect (ie., named/rare spawns not up when collected), then yeah they can be added by hand - but that's true for any project like this.
