It makes sense that they'd require you to download all the files, since you wouldn't want to run into someone with the AP and not have armor/weapons/races/whatever to load, possibly making your client crash.

some of the files are included in the box sets, such as the models, armor and weapons. But zone files are not. You only "Need" the zone files if you can go to those zones, and as such it only lets you download them if you have bought the AP.

But what if you see someone that has the AP's going to those zones, but you dont have the files. Wouldnt it look like that PC is going to nothing then.

If you don't have EOF you can't see the ships at docks, you can't travel through portal nor can travel through SS.
When you don't have third AP, you can't ding the bell to island of Mara.
I think the stuff you can get there is on main files (like models and info), but full zones, NPCs, even quests are in separated files, which are downloaded in case you buy the specific AP or EP.

Just to kind of finalize this, it seems as if SoE is taking a different route with the RoK release. They are not releasing the RoK independantly but instead are releasing a new box labeled simply Everquest II which included all expansions (including RoK) AND all adventure packs.
It almost seems like they are accomodating us... :P

Is that like Platinum, Titanium, and now Anniversary for EQ1? I actually do not care for them doing that, since each new box comes with a new Key (for a new account) and forces me to multi-box. :)
I actually got quite used to the digital download, but agree this box set is a convenient release.

Actually you can just login to Station and enter the key you get with the boxed set as an Expansion Key and you don't have to make a new account. That way you get whatever little bonus comes with Retail in your main account.
Course, I say that...that's the way it HAS been. Since the revamp of Station I can only assume it still works like that...
