Now that "3 of 6" replied to this frightening resurrection, I won't look like the necropheliac and can chime in. 
Like with any emulator worth it's salt, this one currently allows any administrator to tune their encounters to any specification; it's a matter of changing the level and encounter settings. No small task, since there could potentially be hundreds of thousands of spawns.
I like the idea though... to provide general scaling parameters via config that would automatically neuter or buff up any encounter by tweaking a global setting. Something to definitely think about post-release - since the 1.0 goal is live-like playabilty.
