Added a crap load of function definitions down to QuestReturnNPC, still a crap load more to go

I also updated to scintilla.net 2.6 to fix the horizontal scroll bar when opening files with long lines, scroll bar should now allow you to scroll to the end no matter how long the line is. Updating to even newer version of scintilla will take some work as there were a lot of changes that breaks a lot so going to leave it at 2.6 for now
