NPC in combat should not be Hailed

Noticed on live that the defenders of the Queens Colony for example, when standing idle respond to target / Hail commands. But when the same defenders are in combat, Hail command does not generate a response. Our NPCs could behave the same way. We wouldn't want them to get distracted and be killed, eh? ;)

Well instead of totally preventing an NPC from being hailed when in combat, why dont I just have it call a different LUA function? Instead of the standard "hailed(NPC, Spawn)" it could be "hailed_busy(NPC, Spawn)". That way you could have the NPC say something like "cant you see I'm busy?!?!", or something if you choose to do so. Obviously it would be optional.
