Change to SpellProcess.h and SpellProcess.cpp

Hey LE, John and I were testing out some spells he made the other day and came to one that required and also took HP away from the caster as well as power. We realized we could do this with the hp_req field but noticed there wasn't any support yet in SpellProcess.cpp. I told John I'd take a look at it and I added two new functions and added them where they go. We tested it out on John's dev server and everything was fine. Here are the diffs. Let me know if there's anything you don't like about it.
