Hate Meter and Non-Aggro Mobs

I am noticing that if I target a KOS mob (one with a red line around it's name), the Hate Meter immediately glows 100% fire and hatred towards me - even if the mob is out of range, not attacking, or anything.
In Live (just verified), KOS mobs targetted do not show 100 / flames of hate in the Hate Meter until engaged.

Really? I figured Live would make the mob hate you if it was KOS, but maybe not
I'll change it.

They do hate you, but the meter doesn't show it til they are kicking your ass.
Maybe we should rename it to "the Pain Meter"
