Details:
/reload spawns and /reload spells does not refresh the NPC Spells list after edits. You have to restart the world to get the changes to be recognized.

John, on my server I was unable to reproduce this. I was changing a npc's spell_list_id and /reload spawns was successfully reloading it. The spawns were casting the spells in their current spell_list_id. Is that what you were doing?
