Again, a "bug" caused by functionality missing from the emulator. We need ground spawns to be grouped by location_id for us to be able to assign multiple rewards to a single ground spawn type.

This is meant to avoid having duplicate ?'s records in our spawn tables.

groundspawn Locations have been added for a while. This feature is complete.
