Not completely sure what's going on here, but this is suddenly happening after I've started re-spawning Outpost. I had a quest started (Art of Combat), and was at the point of fighting a sparring partner... after popping the sparring partners, and resetting their new spawn_ID's in the Art of Combat quest script, I /reload quests, and /reload spawns. Everything looked fine, I fought a sparring partner, won, and got the quest update.

Darg had a book over his head, so I went and talked to him. The horrible quest DELAY is still there, but this time when the delay stopped, he actually depopped and repopped as an Iksar, with a sign post and a bee stickign out of him. :/
Thinking I was just seeing things, I ran back to Tayil as is the next step, and talked to her. She gave me my reward, and my coin hit my purse 30 seconds later (DELAY), and I saw her depop and repop too in front of my eyes - however, she still looks her pretty shade of blue.

Also note, one of my Militia Patrollers turned into Darg. WTF? So this has got to be a re-ID'ing thing going on.

Looks like a barbarian to me...

That surely isn't the place where I'd keep my giant pet bee...

He was only an iksar (field investigator, in fact) for a brief second.
