Note: This is server-specific, but Tess is the core DB so I am making a bug out of it for those doing starting_items configurations. This is a known issue.

I was actually wondering about this myself the other day. I know we can set starting items, but can we specify that they are equiped on character creation?

Yup.
Type enum: EQUIPPED, NOT-EQUIPPED.
Hmm, uhh. There's no `slot` value in starting_items. Wonder if that's why our content guy couldn't get 2 Dirks to equip at create? I think LE assumed a single slot ID per item, so by the item's own slot value, that's where it'd end up.
