Details:
The rate of harvesting rare items is insanely high. It seems like rare/common rates have changed places. (I MOSTLY get rare items, and rarely - common ones)

Re-assigning this as a Server Bug, which is not actually as much a bug as it is a system re-vamp. We never finished the groundspawns system, and need to get back to fixing these old systems that were previously created just to test functionality.
