Details:
Should a Guild Leader be able to demote another guild leader? I think in Live, once you are the same rank, you cannot promote or demote off of the similar rank.

Hmm not sure. But the button disables are decided by the client. I know if you're the only leader in the guild, the client will not let you demote yourself. Not sure if I have any toons in guilds anymore on live to verify.

I am a guild leader in live, but my accounts are off. We'll just wait for someone else to verify, since it's not that big a deal right now.

Just checked this on live. As a guild leader...I can Demote another guild leader.
For other ranks...you cannot promote, nor demote at or above the same rank as you...only below.

Ok, then this is not a bug, and as Scat says, is controlled internal to the client.
