Changing the character select screen

Has anyone been able to change the character select screen successfully, at all, on a private repack? I've been trying with no luck. I figured the character select screen loads as a zone and I tried changing it in the SQL database but it still shows as the normal character select. Is it hardcoded in the game client as that or is it server side?

It would be really cool to have a custom character select screen.
