Details:
Whenever I kill Tunarian scouts they never let me loot the bodies and gives me the message "You are not allowed to loot at this time."
Spawn: a Tunarian scout (2780067), Zone: 278

While this is not a Project Server bug, the combat issue exists for us all. Maybe we can chase this one down once and for all.
