Figured out this was merely an omission in the `zones` table. When we finally got into DoV, I never set the `start_zone` for Frostfang to be '32', which is the player's choice when they select New Halas during character create.

Fix pushed to PatchServer. Your Halas-bound characters should now find themselves shivering accordingly.
