Client connecting to zone

I made some changes recommended by xinux. When a client connected to a zone we sent them all the spawns within range all at once bombarding the client with large amount of packets. I added some delays for the initial login to the zone so you only get about 50 spawns per sec, also after 1 sec (about 50 spawns) the login process will continue allowing you to enter the zone while it continues to send you the rest of the spawns. This will hopefully resolve some issues we have logging into populated zones or dev zones with huge amounts of spawns in range. Also should allow the player to enter the zone faster.
