As I don't have EQOA or even a play station for that matter I doubt I could offer much help as my method for figuring packets out is to send hardcoded packets to the client and see what happens. If you want some one to just look at raw packets Xinux is probably the best and it looks like your team already got ahold of him.
Out of curiosity, are you just trying to figure out what info is in the packets or are you still trying to decrypt them?
