Spells is_active

at what point should a spell in the spells table be marked is_active
or in other words why would many of them be no marked as is_active

i noticed while trying to get items working correctly when examining them some items were not being recognized as a spell since they were not in the master_spells_list, becuase they are not marked is_active

do you think it would be safe to mark all spells as is_active

is_active was so we could mark them as their scripts were completed so players wouldn't get a bunch of spells that do nothing. locally setting them all as active will have no ill effect.
