Lua zone script for forstfang sea

in the following zone script for frostfang sea
the getqueststep inside of barricademessage does not seem to get the queststep, as you can see
GetQuestStep(Spawn, BoatloadWork)
is using a variable that is declared for the quest number
if i change it to
GetQuestStep(Spawn, 4)
then the script works as expected
is there something else that would cause this,
