I found the quest on zam, i couldn't find anything on wikia, i manually searched it in census and it is the only quests i have seen export like it did with blank steps, steps where there just nothing in them.

The part about the quest never making it in the game is just me assuming based off what i see of the data and lack of info on fan sites.
