It can be a great thing if emu have a remote admin system, used telnet or ssh protocol.
This can allow admin to remotely send announce IG, reboot / stop server, and a lot of other thing.

I don't get most of this. I already use ssh to administrate my server because it's in some air-conditioned room that I don't know where it is exactly.
But let's say one of these systems were made. What would it be made in? Maybe it'll be browser based with php?

I don't see why you would need remote administration for that lol...
You can let the server receive commands after it booted up successfully.
Example:
set MOTD "Hello"
In Linux, you'd just run World in a screen and then refer back to it through SSH or whatever remote administration service you prefer.
In Windows, you can use GUIs (VNC,PCAnywhere) to administrate your account and current computer, so you can also just have a CMD line window open and send commands directly to the server.

I see Alfa's point clearly, and yes it is a good idea to allow command "shell" access to the World. Many console softwares offer this, so as a feature request, I think it is proper.
Lack of understanding does not make it a bad idea.
World broadcast, uptime, version, who, tell/whisper, kick, ban, account editing, all can be done via a simple telnet/ssh connection rather than requiring 3rd party GUI, WebApp, or needing to carry a laptop everywhere you go so you can log into the game to admin it. :p
Great suggestion, Alfa.
