BUG:FIXED TS abilties say too far away

this is strange, but when pressing a TS ability when crafting a spell error pops up and says too far away
this is working on Perseverence and i cannot find a code or struct difference
so maybe it is something in the DB

We just did a complete wipe of our spells and parsed census to fix issue we had from a dev that came in a while back messed up spells and then vanished.
That said census isn't 100% accurate as we are finding out mainly the target type so that is likely the issue here, try changing the target type to self and it should work.

THat is exactly what was wrong, we changed them all and they are working now
