either specific spawn id's in current zone , or all spawns in zone, but not a respawn

the reason i need is, when you get a new quest and i has a kill update i need to update the spawns to put the tiny quest feather that shows the mob is a quest update

i have the flag dispalying properly when it should but it only changes on a login, or respawn at the moment

You'll want to set vis_changed and changed to be true for the spawn.
