I've been looking for a EQ2 emulator for the era of 2004-2008....before the neighborhoods of Freeport were removed. What era is this emulator supposed to replicate? I logged on and not a single person was online. Is Everquest totally dead now?

We are still here and we are still working on it. There are practically no players but there is a lot of dev work going on still to add content to the emulator.
As for the era we target, we mostly copy live as content dev takes a lot of work and the fact we have something we can compare to and match for the most part speeds it up a little. It also provides a good starting point for those server admins who want to make a more classic server.
For the suburbs that is a little more tricky because of decisions made by SoE/DBG. We can, and have, restored the qeynos suburbs because they actually made new maps for the new suburbs. Freeport however they replaced the old maps so while we have been adding in the old content into the new zones we have been running into some issues like the entire inside of building not existing anymore.

Far Sea Journey works, we are using the DoF (Jan 2006) client.

Isle of Refuge is next on the list, see the archetype choosing:

No one plays because a lot of work still has to be done to make it playable. There is plenty of interest, just check out the discord channels
