I cannot find it now, but there is a post from LE around here somewhere that if you repeatedly delete your entire database and re-download over and over, the update server will deny you (a safeguard in case something is horribly wrong). I don't know if this is your problem, but a suggestion is once you get a full DB downloaded, make a dump of the DB before starting to tweak it, so you do not have to delete and re-download it ("you" being generally anyone, not you personally).

Yeah I was playing around with server setup's, was running ubuntu in gui.. but switched to server, couldnt do server so switched back to gui, then gui was corrupt because of bad install so went back to server, then installed gui on top of that.. then figured out i didnt need the gui, so went back to the full terminal server.. now that everything works.. i cant dl the databases hehe :P i think if i had another ip i could do it.. but i cant get mine to change.. :( and cant figure out how to set up a proxy in the terminal hehe.

The sixth point says you can try twice in a given 7 day period. I know I probably will be doing the same thing once I start trying to get something configured again on my own.

Again, back up what you get from the Update server using any one of a dozen MySQL tools, and you will not have a problem configuring a new server 20 times an hour.
The schema doesn't change often enough to warrant more frequent updates from the update server. And if 200 admins are "playing with" their servers daily, imagine the load that will put on the update server?

I'll reset everyone's accounts but since you now know of the limits, be careful.
